Gender equality, from a human rights perspective is recognized both as a development goal on its own and as vital to accelerating sustainable development.

This study provides a general overview of the situation of gender equality in local administrative units of Velipoja and Shirgjan. It focuses on vulnerable young people and access to basic services. The study evaluates the role of the local government and other public structures and serves as basis to guide interventions of Local Government Units in creating favorable environment for young people throgh development of local youth plans and services.
